City cannot prevent two signs on front lawn if it allows one sign and an American flag

The Eighth CIrcuit has held that a city engaged in impermissible content-based regulation of speech when it allowed owners to place one sign and one "flag" in the front yard, but not two signs. Willson v. City of Bel-Nor, 2019 WL 2170661 (8th Cir. 2019).
