Photo: On scene commanders of the emergency responses to the 9/11 attacks at the Pentagon and in New York, Fire Chiefs James Schwartz (left) and Joseph W. Pfeifer. Schwartz was an assistant chief of operations and served as on-site incident commander at the Pentagon on 9/11 and ultimately directed the Unified Command effort. Joseph W. Pfeifer, now Chief of Counterterrorism and Emergency Preparedness for the New York Fire Department (FDNY), was the first chief on scene at the World Trade Center attack on the morning of September 11, 2001. During his career, Chief Pfeifer played a command role at some of the largest fires in NYC history, including the Breezy Point fires following Hurricane Sandy in 2012. Both Schwartz and Pfeifer are Senior Fellows of the Program on Crisis Leadership at Harvard Kennedy School.
