Jose M. Martinez-Sierra is Jean Monnet ad personam Professor for the Study of European Union Law and Government and Faculty Director of the Royal Complutense Center at Harvard. Since 2012, he develops a number of teaching, research and administrative roles at Harvard College, the Graduate School of Arts and Sciences, the Harvard Kennedy School and the Harvard Law School. He is a Faculty Affiliate of the Minda de Gunzburg Center for European Studies and Faculty Associate of the David Rockefeller Center for Latin American Studies. He is an Advisory Council Faculty Member and EU Law Coordinator of the Institute for Global Law and Policy at Harvard Law School, co-chair of the Internationalization and Innovation in Higher Education Study Group, co-chair of the European Union Law and Government Study Group and co-chair of the Southern Europe in the EU Study Group at the Minda de Gunzburg Center for European Studies at Harvard. He is also the Faculty Sponsor of the Harvard European Law Association.

Martinez-Sierra has served in a number of roles in international and national executive boards and advisory positions in education, research and innovation. He was an advisor to several Ministers responsible for Education and Universities. He served as General Director for International Relations in the Spanish Ministry of Education and General Director of the Agency for the Internationalization of Spanish Universities. He is a former President of the European Union High Level Group on Education and Training Policies and the EU Education Committee, a member of the OCDE Education Policy Committee and former president of the Bologna Follow-up Group. He was representative for Higher Education at UNESCO and senior member of the Fulbright Commission.

As a knowledge manager, he has led and participated in several international policy and project negotiations and implementations in over 50 countries and international organizations. Among them are the EU's Europe 2020 strategy for smart sustainable and inclusive growth, the Educative Goals 2021 of the Organization of Ibero-American States, the EU’s Universities Internationalization Strategy and the EU’s Social Dimension of Higher Education Strategy.
