Pınar Doğan is a Lecturer in Public Policy at Harvard Kennedy School of Government.
She received a Master's degree in Mathematical Economics and a PhD in Economics from University of Toulouse, France.
From 2002 to 2004, she taught at Koc University, Istanbul. She was a visiting scholar at Public Utility Research Center, Florida, and at Ecole Nationale Superieure des Telecommunications (currently Télécom ParisTech), Paris, during 2001 to 2002. She is an Associate Editor of Information Economics and Policy.
